Certified Mailboxes (PEC) allows you to sed email with legal value, according to CAD( code of digital administration) and, where permitted by law, can be used instead of paper mail (art. 48 c. 2 Code of digital administration). More generally you need the PEC for every electronic communication that needs send and delivery receipts (dec. leg. march 7th 2005, art. 48) and forces the public amministration to use it with whoever ask for it (dec. leg. 7th may 2005, art. 6).
